What is myWaqafPTPTN?

A cash waqf product/instrument for higher education established through a strategic collaboration between the National Higher Education Fund Corporation (PTPTN) and Yayasan Waqaf Malaysia (YWM), which was formalised on 22 February 2024.

The strategic collaboration with YWM is fitting, taking into account the experience and expertise that YWM can offer. YWM is also a government agency under the Department of Waqf, Zakat and Hajj (JAWHAR) in the implementation of waqf in Malaysia.

The objectives of establishing myWaqafPTPTN

myWaqafPTPTN serves as one of the initiatives to diversify PTPTN’s funding sources for higher education financing, in addition to the existing provision of education loans. Furthermore, this initiative also acts as an instrument that enables contributions from the public, corporate entities, or organisations to collectively share the responsibility of strengthening access to higher education in the country, particularly for those who are truly in need.

Who are the beneficiaries of myWaqafPTPTN?

The beneficiaries of myWaqafPTPTN are students from the B40, M40, and asnaf groups,and it is not limited to those of the Islamic faith only.

Governance of myWaqafPTPTN

myWaqafPTPTN will be guided by a Steering Committee and overseen by the Technical Evaluation and Distribution Committee as well as the Promotion and Publicity Committee. All these committees comprise representatives from YWM and PTPTN.

How is myWaqafPTPTN implemented?

Sources of waqf fund collection / Waqf contributors (Waqif)

Cash waqf contributions received from Waqf contributors (Waqif), consisting of organisations, companies, individuals, and legally recognised entities, whether from within or outside the country, include: The government, corporate companies, statutory bodies, non-governmental organisations (NGOs), the general public, PTPTN staff and overseas funds/contributions.

Waqf Funds / Endowed Assets (Mawquf)

All cash waqf funds received as ‘Ain Waqf’ will be managed by YWM, and these waqf funds will be invested in a Shariah-compliant investment portfolio.

Waqf Beneficiaries (Mawquf ‘Alaih)

Students from the asnaf, B40, and M40 groups, and not limited to those of the Islamic faith only.

The eligibility requirements for waqf recipients will be announced from time to time while awaiting the growth of the ‘ain waqf’ through investments.

Declaration of Waqf (Akad) (Sighah)

I hereby endow cash through online banking/transfer under the name of Yayasan Waqaf Malaysia for the purpose of myWaqafPTPTN, and I entrust Yayasan Waqaf Malaysia to manage my waqf fund in accordance with current needs for the benefit of the Ummah for the sake of Allah Subhanahu Wa Ta’ala. I also permit 5%, or any percentage agreed upon by YWM’s Shariah Advisory Committee, from this accumulated Waqf Fund to be allocated as management fees to Yayasan Waqaf Malaysia.

What are the benefits to waqf contributors?

One of the attractive aspects of myWaqafPTPTN is the tax incentive offered to contributors. Each contribution qualifies for a tax deduction of up to 10% of aggregate income, in accordance with Subsection 44(11C) of the Income Tax Act 1967.

What are the governance or management methods of myWaqafPTPTN?

The benefits from these funds (investment returns) will be managed by booth to be channelled as higher education scholarships to students from the asnaf, B40, and M40 groups.

What are the conditions for those who wish to contribute waqf?

The conditions for those who wish to contribute waqf are:

  1. Of age (has reached puberty);
  2. Sound mind (mentally competent and rational);
  3. The property to be endowed must be fully owned by the waqf contributor;
  4. The waqf must be made voluntarily, without any coercion from anyone.
What is the minimum or maximum amount required to contribute waqf?

There is no fixed limit set for the value of this waqf contribution.

Where will the myWaqafPTPTN funds be channelled?

The myWaqafPTPTN funds will be channelled to waqf beneficiaries among students from the B40, M40, and asnaf groups, and it is not limited to those of the Islamic faith only.

Who are the beneficiaries of myWaqafPTPTN?

The beneficiaries of myWaqafPTPTN are:–

  1. Students who are eligible for PTPTN loans, from the B40 and M40 groups (up to a maximum of 75%), and who are asnaf or registered aid recipients under the State Islamic Religious Council (MAIN); and
  2. Eligible students are not limited to those of the Islamic faith only.

 

The eligibility requirements for waqf recipients will be announced from time to time while awaiting the growth of the ‘ain waqf’ through investments. For the implementation of Phase One, the provision will be given to recipients of the Al-Falah Scholarship Assistance based on the following conditions:

  1. PTPTN loan borrower;
  2. Borrowers from the B40 group (maximum loan category) or M40 group (75% loan category);
  3. Pursuing full-time Diploma studies at a Public Higher Education Institution (IPTA); and
  4. Asnaf / aid recipients registered under the State Islamic Religious Council (MAIN).
